Will Kosovo have a new quota for DV 2010?

As Kosovo is an independent republic, I think, Kosovo should have new quota in drawings of DV 2010. What do you think?
I also ask another question.
My parents are from Kosovo. But I was born in Istanbul, Turkey.
Can I check my native country as Kosovo in DV 2010?

I wonder will the DV make it till 2010. There are a lot of people in Washington that want shot of it! All the DV08’rs know exactly what a close call it was last year. I reckon once the election is over they will start back on immigration reforms. I still think that the DV’s days are numbered!

Kosovo will definitely be counted separately as a country from DV2010 onwards because the US has recognized Kosovo to be an independent state.
But it will not have any practical impact. A region being counted as a seperate country will have a practical impact only if the country to which it previously belonged had so many DV lottery applicants that it had to make full use of the maximum country quota or 3500, or if that country wasn't eligible for the DV.

I think you can just read the instructions for DV2009 to decide if you can apply through Kosovo for DV2010. I personally think it is better to apply through the country you were born in to avoid any possible complication.

I wonder which bill not just introduced but debated or will be vote?
As I know that, almost all bill still at introduced status and the experience
tell me that most of the introduced bill will be "died"

The introduced related to cut DV such as:
H.R.1430, H.R.3064, H.R.3371, H.R.4065

all of them just introduced

H.R.2764 remove the wordings related to cut budget to DV

Yes, Kosovo participates in DV-2010. However, it has never come to my mind that Kosovo natives were not able to play in DV-2009.
Kosovo got independence in February 2008, which is before the start of DV-2009, but after the application period for DV-2009. So, Kosovo natives could not participate in DV-2009, and could only participate in DV-2008 until February 2008.
