will Indian Consulate BCertf make any sense to INS ?

Does INS care about the BC issued by Indian Consul in NYC ?
or they insist on municipality thing...
I submitted USPS ack/request letter/2 relative affidavits
planning to send Indian consul BC soon..and also got non-availability
for municipality.. I dont think I can do anything more...
what do you guys think ? will this be ok ?

in my wife\'s case.. she does not have non-availab certf...

I got my BC and my wifes BC from NYC indian consulate. We did not file any non-availability certif.

I just got my approval. So I guess, INS accepts (Vermont) BC from Indian Consulate...
