will i be a new applicant if I am applying H1B visa after 2 years stay outside usa?

I have finished 6 years of h1b in feb2002, I am out of USA since then. I have recently got notice of approval ( i797) and i am going to get the stamp in chennai.
1.Will I be considered new applicant? ( New applicants have to provide references from past and present employers and work experience letters).
2.I don't have the work experience letters from my previous employers (i have experience letters for the past 4 years, i don't have them for the jobs before that), would that be a problem?
3.I was out of pay rolls for one year after coming back because I was trying to establish the current company I am working for? Would that be a problem?

YES

Do you have the paystub for that period?

For new one , you no need to in the payroll.
