Will debt and poor credit ratings affect Green card application?

a family member is bankrupt and is unable to pay off loans in his home country. Can he get USA Green Card? Can he travel to USA?
I have bad credit rating in USA. I am applying for a relative sponsored Green Card. Can I still get Green Card?

They don't do credit checks of the immigrants or sponsors for the green card process.
