Will a proactive employment letter help to avoid REF?

I am in the fear of layoff. As somebody suggested in this site will it help to get a proactive employment letter to avoid RFE? If so where it should be send? Seeing the recent mailroom backlog I think it may not help. Please give your suggestions.

It probably could..as per a message posted by someone in here who got approved without an RFE!

I remember one person getting approved, who did not file Empl.letter with 485, but waited for the PD to become current, and send Empl. letter , which will be fresh but if you send before, it will be at least 12 months old and they can issue an RFE
