Can any one please tell me if the wife can go back to india after CP process and stay at a stretch for 1.5 years?

She needs to file I131 BEFORE departure. After I131 approval and travel, she MUST return within 2 years.
 
How many time you can apply for I131 ?

Please let me know how many time you can apply for I131 ? can you apply twice , so you can stay outside the country for 4 years ?

Will that by any chance have any effect when we apply for US citizenship?

you need to wait 5 years in which you stayed for more than 180 days each before you can apply to be citizen. See N400.
