Wife is on TD, can she work?

I'm on a TN-Visa and my wife has a TD visa, she was in the social security office the other day getting a letter stating she can't work in the US so she could get a drivers's license and the clerk told her she could apply for a work permit. Is this true? Or was the clerk simply reffering to TN or H1B's? She's not a professional so she wouldn't qualitfy for either.

Any help would be appreciated.

She CANNOT work on TD, no idea about what that clerk was referring to.
 
The clerk (who is not an immig-savvy), may have been referring to her own TN/H1 based on her merits.
 
That's exactly what I think she was referring to. Basically saying to remove that "Not Authorized to work" statment from the Social Security card, she needs to apply for a work visa or a TN status like yourself...
