Wife Got GC and Husband no GC

I got green card just yesterday and my husband is dependent(H4) on me and got visa till 2009(stamped in passport too along with me as I got my H1 till 2009). He was here(USA) till couple weeks back and went to India. He is right now in India. And we didn't apply GC for him for some reasons. So my question here is, can he come back to USA now???

---------------------------not on H4 as his H4 was depending on your H1 and you are no more on H1 and He may not get visitor visa.
** if he qualify for H1 then he can come to US after gets H1 approved and gets H1 stamp
**** it will take 5-6 years if you file family based petition for him now.
Please advise me here....
