why people got RFE?

I am wondering why some people got RFE while some people not?

Is there any standard or just by bad luck?

When I check the message, both my case and my wife\'s case
got the same message for additional information, is that
normal?

I also received the same message for me and my wife for EAD.
Myself and another friend applied from same company and same date.
One received EAD and me got RFE.

INS is just disorganized and inefficient. I can\'t recall any agency in any country with this kind of low performance.
