Why PD is controlled by US Dept. of State?

Hi,

Can some please explain me why PD is controlled by US Dept. of State and why not by US Citizenship and Immigration Services (USCIS).
As I understand that USCIS processes applications like I-140, I-485.... so I guess USCIS should be the right Dept. to control the PD.

Because immigrant visas (and all visas) are issued by the State Department. The vast majority of immigrants enter the US based on an immigrant visa, not by getting an I-485 approved.

But how do State Department know how many I-485(cat-Eb3) are pending for a cutoff PD given by them?
How can State Department decide a PD cutoff date w/o having this info?

Based on our experiences with USCIS, this may seem amazing - but USCIS and DOS are capable of exchanging information. :)

I'm amazed to hear about, as I never came across or heard about information getting shared between USCIS and DOS.
