Why is K1 / K3 Visa super difficult ?

I have been in a serious relationship with an American girl for the past 18 months. We have been skyping with each other twice a day for almost 5 hours a day. We are planning to get married in May 2015. We would like to go back to the U.S. after marriage. But her income is below 19,912 USD annually. How can we go to the U.S. after marriage ? Is there any chance on the earth that we can make our way to the U.S. ? Please give your earnest replies :) Thank you so much :)
 
She needs to find a financial co-sponsor. Does she have savings to make up the difference between her income and $19,912?
 
Well my father can become her financial co-sponsor. Unfortunately she does not have this much savings on her :( Is it okay if my father helps us out financially ?
