Why is EB I-485 is singled out?!

EB cases are excluded not by mistake, but because of the core reason for allowing EB immigration.

While family-based immigration exists for enabling family-unity and DV lottery is used for diversifying the immigration flow, EB immigration exists for the sole purpose of helping businesses to fill out critical positions while Americans are not available.

In family-based scenario you do not need to prove your right to get PR, you have it automatically from your relative. In DV cases it is even better - you do not need to prove anything, the lottery chose you.

In EB cases you need to prove your ability to work in the specified field, earn specified income and pay taxes for a long period of time, i.e. to prove your worth to be allowed to stay and live here permanently, while in the mean time helping the company stay at the top of the game.

Unfortunately allowing EB cases to be processed in 90 days is going to defy the purpose of EB immigration and will not be allowed. There are also political reasons - giving someone quick FB PR is surely going to motivate his/her citizen relatives to vote in the needed direction...

The only hope is that the Dallas district office is going to hire new adjudicators and not touch the TSC workforce.

How and when we can know that they are hiring new rather than pull adjudicators from TSC ?

Kind of forget the question:

What's the relationship between Dallas district office and TSC ?

The reason is that the TSC adjudication section and the Dallas District Ofiice are very close to each other.

The facility on St. Augustine Rd, which is the official TSC address is only the file storage building. The actual adjuducation is done in the facility on 7701 North Stemmons Freeway, while the Dallas District office is at 8101 North Stemmons Freeway - probably just a short walk.
