why is DS-157 only for male ?

As I was reading the revalidation req, I saw DS-157 should be submitted only by males. Any particular reason for this ? Just Wondering
 
Most of the terrorists known till now have been from male ; so, all males are treated like suspects and need to submit their past-history !

A good question by you though, as U.S.constitution itself says "... that all men and women will be treated equal..."!!!
 
It varies from consulate to consulate. Chennai consulate requires DS 157 only from males while Delhi consulate requires it from all applicants including females.
