Why FP code 3?

Recently I received FP code 3. Some of my collogues
received FP code 2. Does anybody know how INS makes this decision?

485 is in TSC
I765 RD 12/8/06 LUD 12/29/06 AD 12/29/06

I485 RD 12/8/06 LUD 12/31/06
FP code 3 and bio done on 12/28/06
 
I received FP 3 as well, not sure why it is that. Does it mean i will not get Code 1 and Code 2? As Code 3 = Code 1 + Code 2
