Why does VSC transfer cases to local ins district??

Does anyone has any idea as to why VSC transfers cases to
local INS offices??

I am unlucky one to have this thing done to me by them.

The local Portland, Oregon INS processes Adjustments very
slowly.

My I-485 notice date is 27-July-1999 and I have already spent
a lot of time waiting for approval.

The Portland takes time of 1050 days to interview and approve
I-485.

My case is employment based.

People who file very late have gotton approval and are
getting approval on a daily basis.

Is anyone aware of any case when the INS took back the
case from local office to regional center??

Currently I live in Portland area and suppose I have to
move to some other place say to Pittsburgh then what will
happen?? In that case will INS move my I-485 case from
Portland to Pittsburgh??

I have similar questions and want to explore other options
under my situation.

If I will have to wait 3 years then I will be waiting till
July 2002 ( based on 1050 days - typical wait at Portland ).

The case was transfered to Portland on October 26, 2000 per
VSC Automated Phone System. I checked that this morning.

I will be a really too much to wait for nothing.

All ideas and your answers will be greatly appreciated.

I-485 Notice Date : Jul-27-1999

I received no RFE.

I am currently on EAD and 6 years of H1 visa already expired.

cases are usually transferred if there is some complication that needs a personal interview for clarification.

btw, from shusterman\'s link for processing times at local ins offices for processing aos, are the days for processing from the date the case is filed with a service center or the date the case is filed/transferred to the local office?

I am really sorry to hear the news. What we can do other than waiting with patience. Nothing is in our hands truely. So be cool and try to relax.

I am not sure myself as to how the local INS works and treats
number of days.

If is already very bad even when they include the days already
spent at Regional Centers. If the number of days is after they
( Local INS ) receive the case, then it will be really worse
and heart-breaking.

For Portland 1050 Days.

MY VSC I-485 Noitce Date = 27-July-1999
Case transfered to Portland : 26-October-2000

So I-485 interview date at Portland could be :-

First Case:
-----------
July-2002 if they consider 1050 days after 27-July-1999
( That is another 2 years approx. )

Or

Second Case:
------------
October-2003 if they count 1050 days after 26-Oct-2000

Both are really bad, but second one is even worse.

The local INS in my opinion should call for interterview
in about a month or so, as the case has already done most
of processing at regional center.

For Baltimore the official processing time for Adjustment of status is 600 days, but it is for family based. I don\'t think Baltimore follows the same guideline for employment based cases. It used to schedule interviews within 2 months of transfer from VSC when VSC used to send only a handful of cases. But in June VSC transferred about 4000 cases to Baltimore and they have been scheduling interviews ever since. The best thing is to go to the local INS office and ask them. In fact I have seen people in Hartford, and Sanjose getting scheduled for interviews within 6 months. So, don\'t panic. I wish you best of luck.

I yesterday came to about a friend\'s friend whose case was
transfered to Phoenix local INS in 1998.

His VSC I-485 PD : Aug 1997
Case transfered to Phoenix : Sep 1998.

It is already more than two years ( Since transfer date Sep 1998)
 and he is still waiting for his interview in Phoenix from
local INS in Phoenix.

If we look from VSC 485 notice date, he is already waiting
for more than 3 years.

I know this because, my attorney only is handling that case.
And a close friend of mine told me about his situation.

May be he ( or Phoenix ) is an exception, and I hope that Portland
 will treat the case in the manner you have mentioned.

My case has been transferred to local INS at St.Paul,MN from VSC for
an interview. RD: 08/20/99; ND:09/13/00.
Does anyone has any idea about how long it takes to get an interview.

I am also unlucky to get my case moved to Portland Oregon,
instead of getting the approval. I dont know how long it
would be.

We are unlucky ones to have to wait, while people after
us getting approval from VSC.

I called IIO but they did not tell me why my case was
transferred.

I know a friend\'s friend in Phoenix whose case was filed at
VSC ND : Sep-97 and later in Nov-98 or so the case was
transferred to Phoenix.

He is waiting even now, so be prepared for delay, as it
could be long.

How local INS would proceed on cases like ours is totally
in their hands.

All the guys whose case is cleared by VSC are lucky.

We cannot do much, except hope for the best.

This is based on my information and would like to know
what others have to say. Also any additional ideas and
information will be appreciated.
