Why does Vermont Service Center transefer some cases to local INS?

hi guys,
I was just wondering why some people\'s cases are being transfered to local INS office for interview? does it mean that there are some documents missing from the case or its just a random selection. please share your experiences.

Do they transfer cases with relatively earlier PDs, to make sure every one suffers sufficiently longer?

After seeing lot of transfers it looks most of the cases transfered are "NIW" category.

I moved from TSC before I-485. Do you see moving service Centers could also be a potential reason. Thanks in advance.
