Why do they need non-immigrant intent for F1?

Why do they need non-immigrant intent for F1? Why can't you intend to be an immigrant in the long run and still apply for an F1 visa so you can start school asap. I see nothing wrong with it. Can anyone shed light on this?
 
Well, they should rename the categories to Temporary and Permanent instead of Non-immigrant and Immigrant. This is because there is nothing wrong with wanting to enter the country temporarily for a short purpose (students, artists, sports, business) and still have plans to live in the US in the long run.
