Did CIS find only 1400 approvable EB3 Mexico cases with PD before 8 May for 6 months?

By the same logic, there are only 2800 greencards for Mexico in EB3. DOS held the visa cut off dates for EB3 Mexico in Apr '01 for six months. Now they have moved the cut-off date to 8 May '01. Does this mean they could find only 1400 approvable EB3 Mexico cases with PD before 8 May '01 in these six months?
I am surprised EB3 Mexico crossed the dreaded 30 Apr '01 timeline so easily.
What happened to the tons of 245(i) cases or non-RIR cases belonging to EB3 Mexico?
Appreciate if you can give your analysis of what might have happened in EB3 Mexico and whether we can expect similar movements with EB3 India?
