Here is my guess:
It takes 6 months for 485 to get approved after ND ( as a thumb rule)
When they were about to process application beyond April 10th 2001, September 11th tragedy occured throwing INS process into a tail spin.
There is much hue and cry about wrong people being admitted via INS and a security screening.
I see a very strong probability of 485 AOS getting caught in this whirlwind and getting slowed down after April 2001.
There is no corroboration to this theory, but the dates match this theory and also the news that 20 countries are under watch list.
May be they never had screening process for countries and now that they are saggregating by countries and National Security is at risk, no INS officer want to work on the papers till they get permission. This is like Florida Counting man. I hope they get back in their rhythm soon.
