who send out interview letter, DO or service center?

Hi there!
In my case, and I think this is the general rule, the IL is sent from the Service Center to which processes your N-400 prior to the interview.

I cannot remember who posted this a while ago, but the poster had a little chat with the IO after the interview.
Well, the cases are sent to the DOs, case status online disappears. At the same time, the Service Center schedules the interview appointment, based on the case load at the DO. The case load information the Service Center has is not always accurate. Therefore, at times the DO reschedules interviews if the Service Center has lined up too many for a specific day/week.
The DO might also reschedule you if your file is incomplete (pending name check etc. etc.).

Legal Alien --- that is exactly my understanding. In my opinion, it is fairly automated process where computer system at Service Center mails ILs based on the application status, scheduling policy and DO workload.
I would add one more thing.....Keep in mind that USCIS changed its policy (I believe in April or something) to allow only applicants with completed background checks to attend the interview. Certainly, this will affect scheduling, too.
