Who pays for H1B visa?

Is there any government rule that requires the sponsoring company to pay for H1B and H4 visas? If yes, where could I find the details?

on the same lines...
for premium preocessing.. is the employer responsible for bearing the addition $1000?

Nope.

The enterprise is only responsible for the BCIS mandated fees (which previously was $1000 additional) of about $165.

The co. may choose to reimburse you for the immigration related expenses like attorney fees, courier fees, education evaluation, etc., but it is upto their discretion.

Again Nope. If you want to have your case done faster it is upto you to provide for Prem. Proc., or if the co. wants it do be done faster then upto the co.
