Call them first and tell them the nature of the problem . Do not discuss all the details. They will most likely ask you to send a letter explaining your case history. Juts ask them if you need to come in person or it is OK to mail. Explain your case history in detial in the letter you send.

Usually the person who will anser your call will not be the one who handles case work. He/She will be a secretary or an intern.
