who is causing the delay in issuing visa?

I had my interview in embassy of egypt and they said that

The only information available is that the case is undergoing mandatory administrative processing from our side.

Does this mean that the consular office, not another agency as department of state or FBI doing it?
 
It is employment based green card. On the day of the interview, the officer congratulated me and added that he will issue the visa and there are no problems.
But, I got through an email 6 weeks later on that my case is undergoing mandatory administrative processing from their side.
 
You need to be clared by different agencies in Washington DC before the US embassy is Cairo will issue you an immigrant visa.

Do you think that the clearance started on the day of the interview (2 months ago) or after they got my passport( two weeks ago).
 
No one is causing a delay. Mandatory means required. It's required they do what they are doing before issuing it.
