Who (I or employer) petitions for H1B recapture time?

Hi All

Does anyone know who should petition for my H1-B extension beyond 6 years through travel time recapture? I want to recapture a few months I spent outside the USA on job and vacation travels. My H1B expires end of May, 2007. I'd like to petition myself and file and sign the papers. Does my employer have to be brought into this?
2-What are the fees? How much does it cost?
3-Which forms to use?

Does the employer have to do it, if it is indeed the employer who has to petition, even though it's a short period of time. I just filed my I-485 so I guess this could also help carry me beyond May.

All the H1 petition must be filed by employer.
The form is I-129.
