Who gets RFE notice? Lawyer or me or both?

Who gets RFE notice? Lawyer or me or both?

If I want to change lawyers, how do i :

1. inform INS;
2. get all papers from old lawyer

Most of the time (99%), RFE goes only to the lawyer.
