Who gets RFE - Lawyer not cooperative

Please tell me who gets rfe and if only lawyer gets rfe then do we need to fill any form which will keep lawyer out of process. As i have left my employer and his lawyer is not cooperative.

File G-28 and represent yourself rather than your lawyer.
