Who came up with the idea of a cap on asylee adjustment?

Does anybody know who came up with the idea of imposing 10,000 cap on asylee adjustment? I really want to know the name of this 'hero', who is responsible for multiplying misery and putting tens of thousands of lives on hold? Who is that f^&* son of a bitch? :mad:

Well the cap is gone thanks to George Bush. But I think it was enacted in 1990 by the 1st bush. So 1st bush fudged it up and 2nd bush fixed it up..just like Iraq!! though his iraq plan isn't going as planned.

is the CAP really gone? .. .I was under the impression that USCIS is just utilizing the visa numbers that have previoulsy went un-utilized because Immigration did not issues all 10 thousand numbers in previous years.

Arrangement under the Agreement between Asylee and Immigration was to utilize those "WASTED" numbers in next few years. After all those visa numbers have been re-utilized then CAP will still be 10,000 for future Asylee Adjustments in each year. (Uncless Congress changes the law to either abolish the number restriction or increase the numbers for adjustment for asylees)


I will appreciate any input from folks who are familiar with this situation....

Yes Yes Yes,

The cap was abolished by law in May of this year. Congress abolished the cap after a direct request from President Bush.

Now there is no cap for adjustment of status for asylees. The USCIS can approve as many as it can process.

No No.

The cap was put in by the Refugee Act of 1980. At the time the cap was only 5,000 a year. In 1990 the first President Bush asked Congress the raise the cap from 5,000 to 10,000. And now the second Bush has eliminated the cap altogether, something that most people thought impossible.

And also having a cap was really not that "special." Most immigration cagetories have caps.

Hey thankful, you back??? I thought that perhaps after the hard month of 1L finals, you decided to take a vacation somewhere nice n' warm.....

Then why was Bush so humane ??? Who can answer this question?

Who cares what he does for the poor asylees other than us. Our voice is so tiny that no politician would even bother to listen.

I feel so guilty for I disliked him until realized the credit of cap removal was his :mad: :mad:

For Christ's sake, I love him now !!!

Asylee cap

As far as who enacted the cap and when goes, I have no idea. There are two things that require clarification though: the lifting of the cap and usage of unused visas. Currently the USCIS is required to use those unused visas untill 07. the lifting of the cap, I think it was passed along with the "Real ID Act" which will go into effect into 2007. I think until then the cap is in effect..................... And also remember, the real ID act even though it passed with the lifting of the cap, it has provisions that would make life miserable for asylees. so before you apluase make sure you read and understand it:D

the provision in Real ID Act which will go into effect in 2007 is about minimum requirement of issuing state driver liciense, the removal of cap took effect as soon as Bush signed the law. you can the relevant statute in the Code had been already revised.

correct. The lifting of the caps was effective IMMEDIATELY.
