Who are exempt from H1-B cap?

Is the following situation exempt from H1-B cap?

1) I was on H1B earlier from 1995 - 2001 Sep
2) I moved to O-visa from 2001 Sep - 2004 Sep
3) Now I am planning to move out of the country from 2005 Apr - 2006 Apr

When I apply for H1-B in 2006, would I be exempt because I had an earlier H1-B?
