while waiting for i-130, can my parents still travel to the USA for short term visist.

I am about to apply i-130 for my parents any time soon, but I just wonder while they are wiating for the i-130 approval, can they still come visit us for short term stay.
They have a 5 years vaild visa, no need to go get the US visa, but my concern is that will customs reject their entry when they arrive the airport?

Yes it is possible they may be denied entry into the US if the POE officer finds out that there are I-130s in the works for them.
