Which way to choose for filing H1?

I am on L1 now and I am getting a H1 through a new company effective starting October 07. I am bringing my wife from India on L2 in May 07. I want to apply for a H1 for her too. She is not in the US now (at the time of filing). But most probably by the time of approval, she will be here on L2 already. I cannot apply for her H1 as a COS (correct me here if I am wrong), because the application has to be filed by April itself. So, is the counsular processing the only choice I got? If so, can I choose American Consulate in Canada also or does it need to home country only? Also, will travelling to US on L2 while H1 approval is pending create any problem for H1?

You can only apply to COS when you are in US and should be in US until it is approved.
There shouldnt be any problem when comes here on L2.
Not sure about consulate info but think you should indicate your home country while applying - some people do go to canada for stamping but i am not sure if this applies to your case.
