Which quota for a US graduate who is out of country

Hi,

I did my masters in US (2002-2004). I got my H1 B visa and worked for 1.5 years in US. I have been out of the country for more than an year now. My
H1 B also expired this year. Now if I want to move back to US, would I still be considered under students (20000) quota?

I have been trying to find this information on net for quite sometime now... Could not get an answer from anyone. If anyone had this situation or know the rules, do reply.
