Until very recently all the DOs interviewed the applicants regardless of completion of name check. However, apparently now USCIS, regardless of the DO, does not call the applicant for interview until the background checks are completed.

Could you possibly direct me to a source which states that regardless of the DO, a name check clearance is required before an interview can be scheduled?

CSC from June 1 per a lawyer..i had posted a thread on it before...dont know how true it is..

Should be all of the offices. However, as usual, there are no guarantees.
