Which date is USCIS received date?

My lawyer had sent my H1 visa premium processing application to USCIS on Feb 11. The lawyer says USCIS CONFIRMED that they have received the packet on Feb 13th, so Feb 13th is the date when our application was "checked in" at USCIS and I should be processed in this years h1 quota (applications before feb 17th)

We have NOT yet received the confirmation/receipt number using which I can check my application status online.

Can anyone suggest which date USCIS uses as the application receipt date?

They should treat the date of actual, physical delivery as receipt date.
