Which city is fastest for citizenship, etc.

Guys, I cant wait to finally become citizen, long patient waiting !!!

a) so how long is it currently taking for Charlotte?
b) I could apply under 90-day rule on 06/22/2009, but since currently laid off, should I hold-on (since I might need to move) or i should go ahead and apply in Charlotte, and then if need be, make address change ... any repurcussions ... etc.
c) perhaps I could move to a city with fastest processing times. Which would it be?

Consider Northern Virginia. A number of posters, myself included, filed and received citizenship within 90 to 120 days. You would want to file and live in an area that is under the Washington DC DO, which is physically located in Fairfax, VA.

The USCIS Baltimore DO services all of the residents of the state of Maryland.

The USCIS Washington DC DO services all of the residents of Washington DC and the state of Virginia. However, Virginia is also serviced by a USCIS sub-office in Norfolk for the counties/cities of Chesapeake, Fredericksburg, Richmond, Prince Edwards, Rockville, Williamsburg, Hampton Roads, Accomack, and Mecklenburg.

My experience relates to the Washington DC DO and the four counties that traditionally comprise "Northern Virginia", namely Arlington, Fairfax, Prince William, and Loudon.

The Washington DC DO office in Fairfax, VA apparently holds 3 to 4 oath ceremonies a day. We had a same-day oath.

I would also consider Newark. Newark processes within about 4-5 months and you have the same day oath.
 
FILE WHILE LIVING IN NORTHERN VA BUT DO NOT COME TO DC!!!!!
I HAVE HAD TO WAIT OVER 6MONTHS AS THEY HAVE A BACK LOG.
DC HAS GO DO INTERVIEW IN FAIRFAX BUT OATH IN DC COURT.
dc only does it once a month and then only 120 applicants at a time
 
Moving to another district will incur an additional delay of up to 3 months due to jurisdictional delays so any time gained from a faster DO will be erased. If you're ready, file now. Charlotte has posted processing time of 5 months.

It was under 3 months for me. Mailed the application off on 2/12 and did the oath ceremony on 5/8. :) Dallas area.
