Which center's address I should use for cover letter/

I hear that all I-140 should be submitted to USCIS Nebraska Service Center. Then it is likely that I-140 may be allocated to different centers such as TSC or VSC. So in the cover/petition letter, which center I should address to? How do you know before hand which center your file will be sent to?

as you said, since you are sending the application to NSC, address the letter to them. they share the workload with TSC and not VSC.
