Whether I can hire only lawyer to process LC application?

Hi, all friends,
I got a full-time permanent staff job recently. It is a research programmer analyst position (Since I only have a M.S. degree). The sponsorship of H1-B is OK. But the employer will not help in my GC application, then I have to find outside lawyer to handle my application. Now it is the question, whether I can hire lawyer to process the LC directly without the trouble of bothering the employer?

The Labor Certification and the I-140 are technically the employer's filing. The employer needs to sign them and the assistance of the employer is required to get these 2 steps done. Some of it can be done by the attorney and some can be done by you but the employer absolutely need to sign the forms and assist in the recruiting effort.
