We are canadian citizen. My husband is working in US (San Francisco) with TN visa since last Nov. I plan to stay with him and flying from HongKong. Do I have to fly back to Canada to get my TD visa there or I can apply for it at San Franciso international airport?

Since you are Cdn citizen, you do not need visa to enter US, this you will apply for TD at the airport you land in US. No need to go thru canada. You will need proof of marriage and a copy of his I-94 in TN status.
