Where to file I130/485? Got conflicting info.

I am filing I-130 and I-485 concurrently for my parents. Got confused with conflicting info on the two forms.

On page 3 of Form I-130 instruction section, it says
NOTE: If the Form I-130 petition is being filed concurrently with Form I-485, Application to Register Permanent Residence or Adjust Status, submit both forms at the local USCIS office having jurisdiction over the place where the Form I-485 applicant resides.

On page 5 of Form I-485 section
In all other instances.
File this application at the USCIS service center or local office that has jurisdiction over your place of residence, or submit the form to the USCIS Lockbox Facility. For details on where to file your application, read the additional instructions that may be included with this form, call our National Customer Service Center at 1-800-375-5283 or visit our website at***

However, on the web page before you download I-485, it says
For California,
you will need to mail your application to:
U.S. Citizenship and Immigration Services
P.O. Box 805887
Chicago, IL 60680-4120


So, my question is it Local Office or Lockbox? Do I have a choice? If so, which is better?

Send EVERYTHING to the lockbox.

I know it is confusing...I thought the same thing.

Make sure you get a return receipt...that's more important than certified mail.

My parents are not here at the moment. But they are coming to the States in 2 weeks on visitor visa. I will file the AOS application right after their landing (or maybe 1 month later). So I will send the application to the lockbox then.
