Where to file I-485, Nebraska or Texas

Can we choose where to file I-485 until July 30th.
My I-140 was processed in texas service center, I stay in California.
Can I file my 485 at texas service center.

My 140 was approved by TSC but as per new regulation I sent my 485 on June 7 to NSC which was sent to TSC by USCIS and there has been some announcement by USCIS that will be effective from July 30 in this regard.
