My brother is working with a large national institute. The head quarter is located at east coast.
However he is currently working at a branch located at North West coast.
I am wondering should he file to NSC ( according to where he lives), or Vermount?
And one more question, he is planning to file EA, can his employer (head quarter at east coast) file for him? Who will be the petitioner, he, or his employer?
