Where to apply

My boyfriend is a LPR in the states and is now applying for citizenship, I am a British citizen we met in the states. I was on a visa which I could not extend so I had to return to England, For the past 15 months I have made 3 trips to the U.S. I am waiting for him to become a citizen then we will marry. He has lived in Georgia for the past 5 years, but is thinking of moving to California,He wants to apply where the wait is the shortest.
Does anyone know wheather he could apply in California straight away if he moves there? Or is it just best that he starts the process in Georgia.

And I may ad, that is better to apply where he will live, because file transfer is a big pain in the...you know where ;)...it causes delays, even they loose files, so your, soon to be, husband should avoid that.

P.S. L.A. is more than 3 moths ahead of Atlanta (if we have to believe what CIS says :rolleyes: ) so, the 3 months minimum period of living in a certain District will be compensated by that.

If applying in Georgia, I read that he would have to file At the Texas service center. Is this correct? Only some people have said that they filed in Atlanta!
