where should I send RTD application?

I am confused about the instruction on the first page of form I131.
I live in California, am GC Holder from asylee. should I send it to Chicago Lockbox or Nebraska Service center? Anyone knows?

You are applying for a RTD as a result of previous asylum. You need to send it to Nebraska Service Center.
I filed 3 RTD for my 3 sisters (GC holders as a result of derivate asylum) and we just recieve them last week from NSC.
