Where should I file LC?

Hi guys,

I need your advice. I work for an outsourcing company, headquarter in Virginia. The project I'm working on is in Maryland. It's a 3 year contact, rebid every year. (When the contract ends, I'll have to find a position in other contracts, which can be in DC, MD, or other states, for the same employer. ) The immigration lawyer of my employer insists on filing my LC in Maryland. He said there is no ground I can file LC in Virginia. I consulted other two lawyers. They have the same opinion. Does anyone have the experience in this situation? Can I file LC in the state my company's headquarter located?

Yes.. You should be able to file in the state of your companies HQ. I have the exact same case & My project is in NJ & My Labor is filed from California ( Our companies Head Quater)..
