I personally feel that there is no need to retrogress EB3-India to May 2001. There are not many applications left adjudicated in 2001 and can expect around mid 2002, considering many EB3 - 2003 applications are also approved.

Last month, they released the August bulletin on the midnight of 17th (July).

So I guess you'll have to wait a maximum of a couple days more for the September one.
