Where does AP gets processed ???

Hello all ,

Last year we got our APs from local INS sub office in Cincinnati and we tried again for the second one from the same office. My application ( direct beneficiary ) came back to me saying that, from so and so date this office is not processing this kind of apps and asked me to send it to NSC , which I did and it was accepted and got a receipt from NSC.
But my wife's app is still in Cinci and they even cashed the check towads the fee but haven't send us the notice of receipt.

Anyone on the same boat or have some info on this ??
