Where do I send app

I live in NY and one of my friends told me that he sent the application to Vermont and was retured and was asked to file at Albany office? Any idea what is that all about. I always assumed that the application needs to be sent to Vermont

What application is your friend referring to?
If you live in NY, you would send N-400 to St-Albans, Vermont.
