when to start the process for new h1b

Hi,
I am in India currently. As I understand 2007 H1B are over. If I want to come to US in 2008, when should I start the process for filing the application. How does this lottery system work? Any pointers would be really helpful.

You need US employer to file H1, if you have US employer ready then you can send him your papers in December/January so that his lawyer check the papers and be ready to file in April 2008
