When to send the check for change of status after you received the NL?

My friend received the NL and is from Europe. She has a good chance since her number is 11XXX so not too high. When should she send the check to apply for change of status? She already is 9 years in the USA on a visa and is in College and was in American Middle and High school, so that won't be any issue. The USCIS won't say anything over the phone and when we made an appointment they told us to come back when the fiscal year starts October 2010. Her visa is elegible for change of status according to the gov. website so that isn't an issue either.

How can we see what number was current on what date for last years lotery?

For the visa bulletin you have to go to the travel.state.gov website. Theres is a link there to vist visa bullentin. The visa bulletin tells you which numbers are current. I advise that you read the blogs. A lot of the information is available on peoples experiences.
