When to send 140/485 papers once dates are available

My EB2 priority date is May 2002 which has become current in Apr 2006. My 140 hasn't been filed yet. My lawyer is thinking of filing 140/485 con currently.

Can we send all the papers together in march 2006 even though dates are not current in march or it has to be sent in April only. In case of filing it in April does it make sense to file 140 in march?

My labor was approved in Nov 2005 and i got the papers from BEC in dec. If 45 day for labor cert rule becomes law in Apr then i won't be able to use that approved labor. So to be on safer side i want to send all the papers before apr 2006.
 
I think, you should send I140 first in March, and then in April send I485 in case of any LC rule changes. But you can't send I485 concurrently with I140 in March.
