When to file H1-B Extn After I-140 Approval

Hi Gurus,

My I140 got approved last year and my 6th year of H1b will expire by July'07. I would like to know what is the time at which I can file for my H1-b 3 yr extension.

Now

You should be able to file now.
Any time 6 months before the expiration of your current H1-B, you should be able to file.

If i plan to change company right after the I-140 approval, can my future company file it for me or i must go through my current company?
